What is the Harmonisation of National Temporary Traffic Management?
A national project that will harmonise temporary traffic management (TTM) standards, practices, training and company requirements that will affect anyone that works, or employs people that work on or near a road in any state or territory, excluding NSW but including NZ.
What is the Primary Purpose?
The harmonisation of national temporary traffic management is being established to deliver a consistent best practice approach to TTM nationwide in order to keep practitioners, workers and road users safe.
Who is Involved?
The national peak body and lead authority, Austroads, representing all states and territories in Australia and NZ, are working in close collaboration with TMR as the current lead authority in QLD, as well as other road authorities, industry and the vocational education and training sector in order to develop the requirements of the Project.
Our Role
Upskills QLD, as a recognised leading industry authority on traffic training in QLD has been involved in and is a major contributor to various working groups that represent the interests of QLD in this matter.
How is this Being Delivered?
The Project consists of 4 Modules:
Module 1
Development of a comprehensive best practice guide on all TTM processes associated with TTM activities on or near a road.
- Update of the Australian Standard AS1742.3 – Completed
- Development of National Guides to Temporary Traffic Management Part 1 through to 10 - Completed.
- Categorisation of the entire road network into 3 categories – Completed
- Category 1 (most urban streets and lower volume rural roads).
- Category 2 (high-volume roads)
- Category 3 (expressways = high-volume & high-speed roads)
Module 2
Development of nationally harmonised TTM practitioner skills and training which was mapped across a three-stage implementation plan.

How and When Will This be Implemented in QLD?
Although no final decision has been made yet on the timings of this transition, it is generally agreed that:
- a fixed date for new entrants will be implemented and
- a transitional process for existing workers into the new scheme will need to be provided. It has not been determined how, or over what period of time this is to occur.
How Else Will The Harmonisation of National Temporary Traffic Management Impact QLD?
Upskills QLD believe there will be implications for cost, time and operations as traffic workers will not be able to work on a Road Category unless they are trained in that category. Upskills QLD believes in some cases costs will significantly escalate, potentially triple, because:
- State Regulators licensing fees will remain. Austroads will now require a fee for every completed skill.
- Most traffic workers will need to be trained in more than one category to be utilised effectively and efficiently
- There are time and on-the-job prerequisites along with vocational experience required for each category of training before that worker can operate independently
