Upskills QLD is an authorised deliverer of the QLD Department of Transport and Main Roads (TMR) Traffic Control Program. The program consists of the following phases:

  • 1 day theory course in the classroom,
  • Supply evidence of 32 hours of traffic control in the last year.

On completion of the program successful participants are issued the following Statements of Attainment which form part of the traffic controller skill set:

  • RIIWHS205E: Control traffic with stop-slow bat,
  • RIICOM201E: Communicate in the workplace, and
  • RIIWHS201E: Work Safely and follow WHS Policies and Procedures

After issuance of the Statement of Attainment for RIIWHS205E: Control traffic with stop-slow bat, participants can then apply for the Traffic Controller Industry Authority Card renewal at any TMR Transport and Motoring Centre.

On successful completion of this program, and on approval of an application to the Department of Queensland Transport and Main Roads (TMR), the trainee will be able to control traffic on a road way using a Stop/Slow bat in accordance with legislative requirements and guidelines set out in the MUTCD Part 3.

For candidates who wish to undertake Traffic Control Renewal training the following applies:

  • Must hold a current QLD Traffic Control licence.
  • Must be able to provide currency of industry practice of at least 32 hours as a Traffic Controller in the last 12 months.
  • Undergo a criminal history check carried out by the Department of Transport and Main Roads.
  • Have a valid Unique Student Identifier (USI).

This course utilises a blended delivery mode which incorporates face to face delivery and applied learning in a simulated environment and the workplace experience.

  • Theory: 8 hours
  • Evidence: minimum 32 hours

Classroom based training – Written assessment which requires a 100% pass mark.

On completion of the program successful participants are issued the following Statements of Attainment which form part of the traffic controller skill set:

  • RIIWHS205E: Control traffic with stop-slow bat,
  • RIICOM201E: Communicate in the workplace, and
  • RIIWHS201E: Work Safely and follow WHS Policies and Procedures

  • 1 day theory course in the classroom,
  • 20 hours vocational placement with a registered traffic management company, and
  • Final practical assessment.

On completion of the program successful participants are issued the following Statements of Attainment which form part of the traffic controller skill set:

  • RIIWHS205E: Control traffic with stop-slow bat,
  • RIICOM201E: Communicate in the workplace, and
  • RIIWHS201E: Work Safely and follow WHS Policies and Procedures

After issuance of the Statement of Attainment for RIIWHS205E: Control traffic with stop-slow bat, participants can then apply for the Traffic Controller Industry Authority Card at any TMR Transport and Motoring Centre.

To be eligible to attend the Control Traffic with a Stop Slow Bat training course a participant must:

  • be in possession of a valid construction industry white card or equivalent.
  • have held an open or provisional driver licence (Australian or foreign) within the last 5 years.
  • undergo a criminal history check by QLD Department of Transport and Main Roads (TMR).
  • satisfy certain medical fitness and suitability criteria. This criteria is listed on the Traffic Controller Accreditation Application form (F4115).

This course utilises a blended delivery mode which incorporates face to face delivery and applied learning in a simulated environment and the workplace experience

  • Theory: 8 hours
  • Practical: minimum 20 hours
  • Classroom based training – Written assessment which requires a 100% pass mark.
  • Vocational work placement – Trainees must undertake 20 hours of vocational placement and submit a log book as evidence.
  • Observation Assessment – Will be conducted based on completion of trainer lead practical exercise.

On completion of the program successful participants are issued the following Statements of Attainment which form part of the traffic controller skill set:

  • RIIWHS205E: Control traffic with stop-slow bat,
  • RIICOM201E: Communicate in the workplace, and
  • RIIWHS201E: Work Safely and follow WHS Policies and Procedures

After issuance of the Statement of Attainment for RIIWHS302E: Implement traffic management plans, participants will be supplied a Traffic Management Implementation Card.

To be eligible to attend the Implement Traffic Management Plan training course a participant must:

  • Hold QLD White Card or industry equivalent requirement
  • Possess an Australian Core Skills Framework (ACSF) level of language, literacy and numeracy (LLN) of at least 2
  • Working in Proximity to Traffic Part 1 and 2 Issued by QLD TMR, Link

PLEASE NOTE that attainment of this qualification does not allow candidates to operate a Stop/Slow bat. Candidates must complete a separate course, “RIIWHS205E Operate a Stop Slow Bat”, and successfully obtain a Traffic Controllers licence from Queensland Transport before they can stop traffic.

The Unit will be delivered in three parts through on and off the job training over the following duration:Theory: 8 hours
Practical: minimum 3 x site setups
ELearning: TMR online course

To achieve a successful outcome participants will be assessed on the evidence collected from a range of activities included in the two parts of the assessment.

Part 1 – Theory
Written assessment which requires a 100% pass mark

Part 2 – Practical
Practical assessment based on completion of practical exercise whereby participants are required to complete 3 x site setups which are supervised by a currently qualified TMI card holder.

On completion of the program successful participants are issued the following Statements of Attainment which form part of the traffic controller skill set:

  • RIIWHS302E: Implement traffic management plans, and
  • RIIRIS301E: Apply Risk Management Processes.

TMR Traffic Management Implementation card is valid for three years from the date of the program completion.

Traffic Management Implementation - Practical

RTO: 40840

This course is non accredited and has been designed to assist participants in the practical
components of the RIIOHS302A Implement Traffic Management Plan unit of competency.
Participants will undertake 3 site setups under the supervision of qualified traffic personnel.

Participants must have completed the theory components of either the RIIWHS302E
Implement Traffic Management Plan Full or Renewal course.

On completion of this activity participants will be issued a supervisor report, which can be used as evidence in order to a satisfy the practical component of the RIIWHS302E Implement Traffic Management Plan unit of competency.

The course is a 5 hour activity covering:

  • Orientation and location induction
  • Classroom based activities (SWMS Induction, Selection of TGS, Site Brief, compile Risk Assessment)
  • 3 x Site Setups
